So I was reading about deer hunting in ID and it sounds like last year they implemented a draw in unit 70 and 78. If I understand it correctly they are still considered general units where anyone can get a tag, the difference is you have to burn your "one draw" to get a permit. Someone who wants to hunt these units can't put in for other draw units for deer, elk, antelope, sheep, goat, moose. Effectively, this means less people hunting there and quality should improve.
I wonder if something like this would work in Utah. I haven't thought through it entirely but lets say a resident wanted to hunt the General Southern Region. They would be able to do so but it would mean they couldn't put in for deer or elk or antelope limited entry. The result would probably be better odds on some of the LE. The remaining tags could still go out in the draw.
Any thoughts on this?
