NR and Resident Points averaged - How?

A NR and a Utah Resident put in for a hunt together (LE Deer). They have different points. I know that when two or more people put in for a hunt together, their points are averaged.
But, does UDWR apply that averaged number to the NR or Resident hunt? (Usually, Residents require fewer points for a unit as compared to a NR.)

Essentially your odds are bound by a NR tag being available when your # is drawn. If all NR tags have been given out when your # is checked than neither of you will get a tag. consequently if it were easier for a NR to get a tag you would be bound by a resident tag being available when your # is checked. So simply put you need to look at the worst of the 2 odds and that is what you have as your group odds.

Whichever pool gives you the WORST chance at the tag, that is the pool you will be in. That pretty much means they will be in the NR pool with their averaged bonus points.

I still don't understand doing a party application unless you have the exact same number of points. Put in separate. If someone draws, hunt together, AND you get to look forward to when the other guy draws the tag the next year...
