Can someone explain to me how a NR with 10 points going in can get a unit 30 3rd season deer tag for 2010? I have a couple ideas, but it looks like an error. Maybe I am just not that good at math.

Nope, your math is not wrong. There is no way that should be correct. I found a for sure error in another hunt code for "preference points required" so maybe it is just wrong.
The only other explaination is that there might have been people that had lots of points that made an error in their application. That could have kicked a couple of people out, but people with lots of points don't usually make errors.
Prob an error in the preference point statistics.
