Yes, they have to wait 2 weeks after they become available to resident kids. (6th of July) the nonresident kids are able to apply as of the 20th of July...

In every elk draw except the ones labeled resident only. For the youth encouragement hunts offered in summer the post above is correct .

If you are talking about the youth encouragement hunts, I assume you are, yes. Plenty left after the two week waiting period.
