OR goats - non-residents not getting their tag quota?

I've been looking at the draw odds tables that OR will send you.

I thought Non-residents are supposed to get 5% of the antelope tags in OR. (this is where i may be wrong)

But, it's obvious looking at the draw odds tables like Juniper and Hart Mt. that non-residents ARE NOT getting 5% of the tags.

Am I confused about the non-res quota in Oregon or What? I heard Nevada got sued for not allocating the stated non-resident quota in area 7 for deer a couple years back.

I'd have to look, but I don't think they promise 5 its that they won't give more than 5. THats the way alot of states are with Non-res tags anyhow.

Oregon allocates 3% of the Antelope tags for non-residents.. 5% for deer and elk tags. It only makes since most of us residents have to wait about 10 years avg. to draw an Antelope tag. I'm on my sixth year and hope I'll draw sooner than the average.. You'll still have to wait 10+ years before you draw unless you luck out. If you miss two consecutive years of putting in the draw you'll loose your pref-points. Good Luck!!
