No selling permitted, but you can gift it to a charitible organization or transfer it to a minor under certain conditions. Also, if you get Point Guard, you will get your BPs back for donating it or turning it back into the department. In any case, you will not get the tag cost refunded.
Under Arizona Revised Statutes (A.R.S. 17-332), there are circumstances where a big game hunt permit-tag can be transferred. Should you be unable to use your big game tag, the Department is unable to reimburse you for your fees or reinstate your bonus points.
Circumstances where a tag can be transferred or donated
Transfer from a parent, grandparent or guardian to their minor child or grandchild. A parent, grandparent or legal guardian holding a big game tag may allow the use of that tag by their minor child or minor grandchild pursuant to the following requirements:
The minor child is 10 to 17 years old on the date of transfer;
The minor child has a valid hunting or combination license on the date of transfer;
A minor child less than 14 years old has satisfactorily completed a Department-approved hunter education course by the beginning date of the hunt;
The parent or guardian must accompany the child in the field or, if a grandparent allows a minor grandchild to use the grandparent’s permit or tag, the grandparent, parent or the child’s guardian must accompany the child in the field. In either case, the adult must be within 50 yards of the child when the animal is taken.
**Note: There is a $8 fee for the big game tag transfer to cover the administrative costs for processing the transfer and producing an additional tag. See more info. Once a tag is transferred at a Department office, the original permittee may no longer use it.
Donation to a Qualifying Minor Child or Grandchild
Donation to a qualifying organization for use by a minor child with a life-threatening medical condition or permanent physical disability. You may donate your tag to a qualifying nonprofit 501(c)(3) organization that provides hunting opportunities to children with life-threatening medical conditions or qualifying permanent physical disabilities. There is no tag transfer fee for making the donation. Please contact the organization directly to arrange for a donation.
Donation to a qualifying organization for use by a military veteran with a service-related disability. A tag transfer to a disabled veteran’s 501(c)(3) organization requires a big game tag transfer affidavit of voluntary donation and the tag. Contact the individual 501(c)(3) organization to obtain the transfer affidavit. There is no tag transfer fee for making the donation.
A U.S. veteran of the Armed Forces who has a service-connected disability is defined in law as one who has “a permanent physical impairment that substantially limits one or more major life activities, and that requiring the assistance of another person or a mechanical device for physical mobility.”
That’s why the Arizona Game and Fish Department is excited to announce an innovative new program in “PointGuard,” which essentially will provide hunters with peace of mind in knowing that they can surrender their hunt permit-tag for any reason without losing their coveted bonus points.
A bonus point is an accumulated credit that authorizes the department to issue an applicant additional computer-generated random numbers during a draw. An applicant accumulates a bonus point each year in which he or she submits a valid application and does not draw a hunt permit-tag. PointGuard ensures that if a successful applicant is unable to participate in a hunt for any reason, the accumulated bonus points that were expended to draw that hunt permit-tag will be reinstated.

According to rule (R12-4-118), the department has several options for the reissuance of a surrendered hunt permit-tag. The proximity to the start of a particular hunt, the type of hunt permit-tag, and demand for that hunt permit-tag will factor into how it will be reissued.

- PointGuard is available to applicants who apply online for a hunt permit-tag.
- PointGuard is $5 per species, per applicant, purchased at the time of completing the online application, or prior to the application period deadline. The fee is non-refundable.
- Only one hunt permit-tag may be surrendered, per species. If an applicant is drawn in the future for that particular species, that hunt-permit tag must be used, expending all accumulated bonus points. Only then may an applicant participate again in PointGuard.
Tag surrender application
Here is the process to surrender a hunt permit-tag:
- A hunt permit-tag must be surrendered prior to the close of business the day before the start of that particular hunt.
- An applicant who has purchased PointGuard will present the original hunt permit-tag to be surrendered, along with a completed tag surrender application form, in person to any customer service representative at any of the department’s statewide office locations, or by mailing the hunt permit-tag and tag surrender application form to AZGFD, Attn: Draw, 5000 W. Carefree Highway, Phoenix, AZ 85086.
- The hunt permit-tag being surrendered and PointGuard purchase will be verified by the department.
- The department will restore all accumulated bonus points for that particular species, including the bonus point the applicant would have accrued if not successful in the draw.
- The hunt permit-tag fee is non-refundable.
