Ruger #1 question

Does anybody on this forum know if it would be possible to put a 28" - 30" barrel chambered to .300 RUM on a Ruger #1 action, and have the extractor work on the rebated rim of the case. Any one know of a quality gunsmith that works on Ruger #1's.
