This hardly makes it worth buying a ticket and i think you will have a really hard time finding your odds as a nonres advertised anywhere,
At first the Caldera management got the landowner permits just like the last owners and did what they felt was the best way to raise money to keep the place self funded. This was a so called deal that when the US federal govt bought it that they said the place will not be funded by the taxpayers and had to be self funded by raising money from use. well after a bunch of locals found out they only drew like 6 permits 2 years ago they cried foul, even though the residents only purchased about the same amount of lottery tickets.
of course the management folded and now the new owners dont get the same landowner tag rules as the rest of the state, just because the new owners are the federal govt. Well i hope they dont start whining that there isnt enough money being raised next....... or ask the US taxpayers to buy them another personal hunting ranch.
