What is this cartridge?

Have found a handful of these but have no idea what they are. Comparison is a standard .243 case. Anybody know what they are?

I used to find those behind the marine base off 108. Was told they are blanks for practicing warfare.

Looking into it and I believe you're right. No idea why they'd be where I'm finding them though. Must be for war type training
