youth question??

I have a nephew that is 9. He is almost done with his hunter ed. his birthday is in August so he will be 10 . My question is can he apply this year. If he was to draw he will be 10 by the time the hunt date comes around

The answer is yes, however he needs to be 10 in order to graduate the class i believe.

He can apply for a hunt that starts after his birthday. But he can't apply for only a bonus point. Must be 10 by end of application period to apply for points only.
