Maybe require a person to purchase a permit to sell sheds. Telling random people walking public land, that they need a license or permit if they find a shed is ridiculous. Like so much of society now, we all pay for the choices of very few.

There is nothing wrong with moms and grammas mentoring. My wife hunts. There is something wrong with people obtaining licenses, who have never and will never hunt, so the tag can just be given away.
