I assume you mean for bull elk. Yes, but no.

If you want to draw with zero points as a non-resident put in for Pausaugunt, Cache North, Oquirrh-Stanbury or Box Elder Grouse Creek archery. Then you might have a good chance of getting a bull elk tag.

You could probably get an archery deer tag with zero points for the Pahvant and go see some nice bulls.
