NAPI Waterfowl

Anybody in the Farmington area ever bought one of the NAPI's waterfowl permits? I hear they are like $250 and was wondering if the hunting is worth it. I know there are plenty or birds up there I am just not sure if the officials limit you on what areas you can hunt. Any info would be great.
