What does "FLOAT" mean on the leftover list

i believe that it means the total quantity available floats over all seasons. Meaning if they haven't sold out by the end of 2nd season, there remainder will roll over into 3rd. I could be wrong.

Float means you can pick any season that is listed for that unit on the Leftover/Reissue list. If they list 5 tags for 1st/2nd/3rd/4th, then the next 5 purchases of these licenses can select the season they want to hunt. Whatever license you select is the only one you can hunt. You can't buy one for the 1st season and hunt any other season.
