Have these numbers been decided but not yet released?

I can see the draw applications begin March 23rd and the RAC meetings begin April 5th with the tag numbers being the main discussion. Do they publicly release the tag recommendations for this year BEFORE the RAC meetings begin? Or do those numbers get introduced to the public at the RACs?
