Unfortunately in AZ, as a NR just getting started, you're banking on them changing the rules if you want to draw 13A. Until there's a rule change, you literally have zero chance of drawing - no amount of luck can help that.

I think it's great. I drew the deer permit, and am holding out hope for elk on the re-draw. Personally, I feel it will have paid off if it simply gets me a couple additional days in the field regardless of whether I harvest anything. It will also help me with a couple of tough situations...

I've got the same mistake in my letter. I'm guessing they just used the elk letter as the base when they drafted the deer letter and forgot to change "elk" to "deer" in that one line.

Here's a second vote for the Yakima canyon. If you're already in Yakima, the canyon is a must stop to check out the big horns. Bring the binos and camera. Without trying too hard, you could easily see 100 sheep just driving through.
